Description
Amended to change the item name and add additional information to the body. There are no other changes to this solicitaion. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-049 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-98. The North American Industry Classification (NAICS) Code is 541380 and the business size standard is $ 15m. However, this solicitation is set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure with Macrogen Corporation – 1330 Piccard Drive - Suite 103- Rockville, MD 20850 to provide the following services: 1. Whole Genome Sequencing - Library Preparation, Agilent, SureSelect V6+UTR Sequencing Kit, NovaSeq 6000, 150 PE S2 - Quantity (111) EA 2. Whole Exome Sequencing - Library Preparation, Agilent, SureSelect V6+UTR Sequencing Kit, NovaSeq 6000, 150 PE S2 - Quantity (111) EA Macrogen will provide the sequencing data via designated cloud, server or FTP downloadable. Standard TAT for 1st data delivery is approximately 4 weeks after pass QC or getting confirmation to proceed up to100 samples in one batch. Macrogen will update the exact TAT upon sample arrival time. Macrogen will deliver to National Institutes of Health (NIH) the raw data for 100 x and 200 X raw depth for 111 tumor and 111 normal samples (total=222). Macrogen will provide after sequencing services: consultation service, checking the validation of mutations with high frequency and site visit to train NIH staff on library preparation (pre-sequencing preparation of samples) to reduce future cost of sequencing. Government Responsibilities: The genome lab at the NIH will provide Macrogen purified Human purified DNA (89Mb) samples for whole exome sequencing after a purchase order is established The major indicators of health disparities include higher incidence/prevalence, early onset, faster progression, and poorer outcomes. One of the major research focuses in our genome lab is to elucidate actionable mechanisms of these differences through molecular and genomic profiling to identify potential interventions to reduce disparities. Our genome lab at NIH has the mission to reduce or alleviate on going health disparity in major disease including cancer. To identify critical variant mutations with high frequency, single-nucleotide polymorphisms and complex variations (multiple base pair substitutions, insertions, deletions, inversions, copy number variation), we need to have the sequencing performed and then receive the sequenced file date (fastq..bam) from a sequencing facility. Through whole exome sequencing, we will be able to identify single-nucleotide polymorphisms, complex variation (multiple base pair substitutions, insertions, deletions, inversions, copy number variation), and validate these findings. These targeted analyses could identify key biological and genomic pathways that could lead to new biomarkers as well as novel therapeutic applications. Obtaining the whole exome sequencing data via Macrogen is indicated after conducting a through analyses of sequencing services available within NIH and external to NIH based on cost and quality/sophistication of sequencing kits used. These kits are unique because they can cover untranscribed regions(UTR), which can identify informative regulatory gene pathways. Although other entities can perform the services using these kits, Macrogen has extensive experience using these kits and highly recommended by other NIH labs personnel. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; Factors based on offer most advantageous to the Government, price, quality/sophistication of sequencing kits used and delivery timeframe; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
