Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation, a written solicitation WILL NOT be issued. Solicitation Number 140P2118R0012 is issued as a Request for Proposal (RFP) for a not-to-exceed amount of 8,600 Board Feet. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-96. The North American Industry Classification System (NAICS) is 321113. The Solicitation is a total Small Business Set-Aside, Size Standard 500 Employees. The Contractor shall furnish and deliver Cedar Split Pickets, Cedar Fitted Split Rails, and Black Locust Notched Posts in accordance with the following quantities and Attachment 1, entitled Item Quantities and Dimensions List , and consisting of 1 page. The following fence components shall be provided in Cedar: 1) 3,643 Pickets with dimensions between 1 and 1 thick, between 3 and 4 wide, and between 44 and 46 long. Pickets shall be split, not sawn and fabricated in accordance with Attachment 2, entitled Photos of Colonial Garden Fence , and consisting of 4 pages, Unit Price $__________, Total Price $___________; 2) 264 Fitted Split Rails that are 3 thick, 5 wide and 10 long. Each fitted rail shall be tapered on each end to match the holes of a notched post. These rails shall be split, not sawn and shall be fabricated in accordance with Attachment 2, Photos of Colonial Garden Fence , and consisting of 4 pages. Due to the nature of split rails, variations in thickness and width of up to 1 shall be acceptable, Unit Price $__________, Total Price $___________; The following fence components shall be provided in Black Locust: 1) 156 notched posts that are 3 thick, 6 wide and 78 long. Each post shall have two holes to receive fitted rails and shall be fabricated in accordance with Attachment 3, entitled Drawing of Notched Post for Picket Fence and consisting of 1 page. These posts shall be split or hewn in appearance. Irregular shapes with variations in thickness and width of up to 1 shall be acceptable. Delivery of Materials to Colonial Beach, VA., 22443, no later than July 16th, 2018, 1 Job $_________. TOTAL FIRM FIXED PRICE $_________. The anticipated date of award is June 1, 2018. Destination; FAR 52.249-8 Default (Fixed Price Supply-Service). Evaluation of Commercial Items: The following evaluation criteria will be used to evaluate proposal submission: (1) TECHNICAL ABILITY: Confirmation in writing in the form of a brief narrative confirming ability to produce cedar split rail pickets, black locust notched posts and cedar fitted split rails that match the appearance and design of 18th Century Agricultural fences in accordance with the specifications and attachments. Include pictures or drawings of a sample of a Cedar Picket that is split in accordance with the specifications. Identify if notched posts are to be hewn or split. (2) QUALIFICATIONS: Describe past work experience in fabrication of split picket fencing, worm rail fencing, or similar projects, describe 3 projects of similar size and scope. and identify if work is to be performed by a Subcontractor and who that will be. (3) DELIVERY DATE: Confirm ability to meet the delivery date of July 16, 2018. Anticipated date of award being June 1, 2018. Award of any contract resulting from this solicitation will be made to the responsible offeror whose offer, conforming to the solicitation will be based on best value to the Government, cost or price and other factors considered. Technical quality is significantly more important than cost or price. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. As the technical merit and evaluated cost or price becomes essentially equal, other factors may become the determining factor. The Government reserves the right to make award without further discussion. Proposals shall be submitted in an original and three copies by no later than 12:00 p.m. on May 25, 2018 to: Historic Preservation Training Center, 4801A Urbana Pike, Frederick, Maryland 21704. Proposals shall include the following information: Technical Information: (1) Technical Ability (2) Qualifications and (3) Delivery Date. Business Management Cost Proposal: (1) Individual descriptions of materials with unit price and total prices for each identified material, and a total firm fixed price. (2) Completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items. (3) Originally signed copy of Standard Form 1449 downloadable through www.arnet.gov. On the Standard Form 1449, the Offeror shall guarantee that pricing is good for 120 days after the closing date for receipt of proposals.
