Spare Parts List DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. PURPOSE: Pursuant to FAR 15.201(e), the Naval Air Systems Command at Patuxent, River Maryland intends to procure critical spare engine parts a sole source contract to General Electric, Lynn, Massachusetts, for parts needed to support Kuwait F414-GE-400 engines during Flight Testing and Pilot Training. The Government anticipates that General Electric, as the Original Equipment Manufacturer, for the F414 Engine, will be the prime contractor based on its ownership of the OEM technical data necessary to perform the requirements, but the Government will consider other responsible sources if a capabilities statement is submitted as requested below. The Navy does not own the technical documents needed to manufacture these parts and all parts must be supplied in time to meet the Kuwait flight testing and pilot training schedule. Any interested party that feels it can satisfy this requirement must identify in writing its interest, experience and capability to satisfy the requirement no later than 30 May 2018. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. REQUIRED CAPABILITES: 1. Ability to manufacture all 64 GE qualified parts as shown in Attachment 1 2. Ability to manufacture Critical Safety Items (CSI) 3. Are authorized sources of supply for the Navy/NAVSUP 4. Capability to manufacture and deliver all parts within four months from date of contract award ELIGIBILITY: North American Industry Classification System (NAICS) Code: 336412 other aircraft parts and auxiliary equipment manufacturing (Size Standard 1,250 employees) Product Service Code - 2995 Miscellaneous Engine Accessories, Aircraft. Classification Code - 29 Engine Accessories SUBMISSION DETAILS: Interested businesses shall submit a brief unclassified capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to perform the supplies or services described herein to support this effort to include any existing licensing agreements with OEM which may allow access to technical data required to fulfill the requirements. Documentation should be in bullet format. The capability statement package shall be sent by mail to AIR 2.2.3 Contracts, Attn: David Hebb, 2.2.3..7.1, 47123 Buse Road, Building 2272, Suite 453, Patuxent River, Maryland 20670 or by email to david.hebb@navy.mil. Submissions must be received at the office cited no later than 4:00 p.m. Eastern Standard Time on 30 May 2018.
