- Sources Sought Template (Request for Interested Manufacturers) FROM: Steven Little/410/SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 1680-01-181-4175MH Cylinder Assembly, Rear (Load Arrestor) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Cylinder Assembly, Rear (Load Arrestor) 1680-01-181-4175MH, P/N 1171-3. ITEM DESCRIPTION The Cylinder Assembly, Rear P/N 1171-3, permits B-1 seat adjustment, functions as a shock absorber during rapid seat retraction prior to ejection. This item is also known as a load arrestor. The load arrestor is a structural strengthening device that prevents forward movement of an ejection seat when the seat is subjected to forward structural loads that could cause seat deflection. Impediment to Competition: The current original equipment manufacturer for this item is Universal Propulsion Company (CAGE 17610), which maintains its configuration by part number and configuration control. The Government does not own any data, drawings, or schematics, but does have a specification that has a Distribution Statement of D - Distribution authorized to Department of Defense and U.S. DoD contractors only. As a result, Universal Propulsion Company is the only known source with adequate knowledge of the Load Arrestor performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Universal Propulsion Company for the manufacture of the Load Arrestor in support of the B-1B ejection seat. Other interested parties may identify their interest and capability to respond to the requirement no later than 30 May 2018 closing date by emailing steven.little.4@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
