MARKET SURVEY CAPABILITY ASSESSMENT FOR GENERAL AIRCRAFT SYSTEMS MAINTENANCE TRAINING ON NINE (9) VARIOUS AIRCRAFT. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER CONTACT INFORMATION BELOW. This market survey is issued to identify sources that may provide Level 2 Aircraft Systems Maintenance Training for Flight Standards Airworthiness (Maintenance/Avionics) Inspectors employed by the Federal Aviation Administration (FAA) in accordance with the attached Performance Work Statement (PWS) for the nine (9) general aircraft types listed below. Name of Aircraft: 1BeechJet BE-1900 Systems 2BeechJet BE-400 Systems 3Gulfstream G-IV Systems 4LearJet 35/36 Systems 5Bombardier BBD-700 Systems 6Bombardier Challenger CL-600 Systems 7Cessna CE-500 Systems 8Cessna CE-208 Systems 9de Havilland Canada DHC-6 Systems The training must provide inspectors who may have minimal experience working on the nine (9) general aircraft types identified above, with a working knowledge of the aircraft systems operation, component location, maintenance and minor troubleshooting. FAA formal training consists of training courses with agency level course numbers that will be officially recorded in the employee ™s personnel records. FAA employees may be scheduled into classes with non-FAA customers. The course length shall provide approximately 80 hours of instruction depending on aircraft type and accomplish the training requirements specified in Section 6 of the PWS. The contractor may provide this training through their standard course offered to the public or other governmental agencies or by submitting a course solely intended for FAA inspectors. The contractor will be required to provide a training syllabus for initial training in sufficient detail to determine compliance with the requirement. Interested vendors capable of providing the training should provide statement of interest and capability statements for each course they can provide. Based off the information that is obtained through this Market Survey, the procurement may result in a single or multiple contract award(s) for the required training. Also be advised, the Government is not required to award any contract from this Market Survey. The resulting procurement vehicle(s) will be awarded as a Base Year with two (2) one year option periods with a pricing arrangement on a per student basis for each aircraft In order to make the determination, the FAA requires the following from interest vendors in accordance with the attached Performance Work Statement: 1. Capability Statement “ This document should identify: Type of training provided by your firm for each aircraft Size and type of training provided by previous contracts (provide detailed information and past performance) Number of years in business 2. Geographic area where training will be provided; 3. Expected approach “ Respondents must provide their strategy for accomplishing this work. The responses to this market survey will be used for informational purposes only. This is not a Screening Information Request or Request for Proposals of any kind nor is the FAA seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor ™s expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBA ™s 8(a) Program. The principle North American Industry Classification System (NAICS) code for this effort is 611519 Other Technical and Trade Schools, with a size standard of 15 million. The purpose of this market survey is to solicit statement of interest and capabilities for small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sized, capable of providing specified Course Instruction. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small businesses or 8(a) certified firms. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter. All responses to this market survey must be received by 5:00 p.m. CST, 05/25/2018.
