- VALL Mech 100 percent CD 2017-06-26 - Full size 68MB Amendment THIS IS A NOTICE OF PROPOSED CONTRACT ACTION. This is not a request for proposals. A solicitation will not be issued at this time. This notice is used for informational and planning purposes only. The Department of Veterans Affairs, Loma Linda VA Health Care System (LLVAHCS) requires a contractor to provide all labor, materials, tools, equipment, qualified supervision, engineering, and personnel necessary to replace existing condensation return pumps, reconfigure piping, and to replace over 190 defective steam traps. The intent of the procurement is to award a firm-fixed price construction contract to a service-disabled, veteran-owned, small business (SDVOSB). A Statement-of-Work (SOW) will define the effort required for the completion of work. An Architect/Engineer (A/E) firm has prepared drawings and specifications which will be part of the SOW to be used for the completion of this project. Work will be performed at the following VA facility: LOMA LINDA VA HEALTH CARE SYSTEM (LLVAHCS): VAMC: 11201 Benton Street, Loma Linda, CA 92357 The applicable NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors. Small Business manufacturers for this NAICS code have a size standard of $15M. The resulting contract will be a firm-fixed price construction contract. The term of the contract is intended to be 180 calendar days after Notice to Proceed with no options included. In accordance with VAAR 836.204, the anticipated Range of Magnitude for this project is projected to be: Between $2,000,000 and $5,000,000. It is anticipated that a Request for Proposals (RFP) will be issued in May 2018. Award of a firm-fixed price contract is contemplated in June 2018. This notice is published to increase competition, broaden industry participation in meeting Government requirements, and to assist small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns in obtaining contracts and subcontracts. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. This notice is used for informational and planning purposes only and may be used to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate.
