Description
The proposed Request for Proposal (RFP), 140P4318R0034, will consist of the following construction services to be performed in order to Rehabilitate Penniman Barn Rehabilitation at Cape Cod National Seashore. A) Base Work includes all work necessary to complete the rehabilitation of the Barn below the roof in accordance with the Contract Documents. This work shall include the rehabilitation of the existing soffit and wood gutters and covering the soffit and gutters with sheet metal. B) Option 1 includes all work to reroof the barn with a new wood shingle roof system in accordance with the Contract Documents. Location of Work: The Barn at the Penniman House, 70 Fort Hill Rd., Eastham, MA 02642. A Cape Cod National Seashore site. The order of magnitude for this project is estimated to be between $250,000 and $500,000. Tentative date for issuing the RFP is on or about June 15, 2018. Tentative closing date of the RFP is on or about July 15, 2018. Contract performance period for on-site work is within eight months of Notice to Proceed. Plans will be available for inspection without charge as attachments to the RFP. Requests for the Request for Proposals shall be directed to view the entire RFP on the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. Award is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFP will be set-aside for 100% for Small Businesses under NAICS Code: 236220, Commercial and Institutional Building Construction (SBA size standard $36.5M). The proposed RFP will utilize the Lowest Price Technically Acceptable Source Selection Process of FAR Part 15, Contracting by Negotiation. The Evaluated Factors will include 1) Experience managing and satisfactorily completing a minimum of two (2) construction projects of similar size, scope and complexity involving historic buildings (buildings listed on or eligible for listing on the National Register of Historic Places)and 2) Past Performance. U.S. Dept. of Labor, Construction Wage Rate General Decision Numbers: MA180001 shall apply. Solicitation documents, including technical data, will be available free of charge through the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. All responsible sources may submit a response which, if timely received, must be considered by the agency.
