SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE MRS7 - Mammography Reporting System RFI No. 36E77618Q9047 Contracting Office Address: Department of Veterans Affairs Program Contracting Activity Central 6150 Oak Tree Blvd, Suite 300 Independence, OH 44131 The Veteran Affairs Eastern Colorado Health Care System (VA ECHCS) Picture Archive and Communication Systems (PACS) office is seeking the Mammography Reporting System 7 (MRS7 Reporting) reporting software. The PACS Office centrally manages the procurement of Radiology PACS and software products that operate in conjunction with the PACS Systems. The Rocky Mountain Regional VA Medical Center and Colorado Springs Floyd K. Lindstrom Outpatient Clinic are due to open Mammography Program Services within the 6 months. The PACS Office recently procured an Enterprise Imaging System - AGFA PACS. This contract, VA797R-17-F-0623, specifically included a line item for AGFA software IMPAX 6.7 which maximizes interoperability with MRS7. The goal is to bring all facilities to the same version and to procure MRS7 Reporting for those facilities that are not using a tracking and reporting software system. This set-up offers integration and enhanced communication with standards-based hospital data distribution systems; simplifying the collection and availability of patient information for clinicians. The Mammography Reporting System 7 (MRS7) Reporting technology is a scalable, breast imaging reporting and tracking system that can integrate into radiologists workflows to streamline reporting with utilities to enable voice recognition, digital workstation, and patient navigation. Breast Cancer Risk Assessments on Every Patient This product utilizes a Microsoft Structured Query Language (SQL) Server database to save patient data and reports, and can connect to and pull data from a connected Radiology Information System (RIS), Hospital Information System (HIS), or Electronic Medical Record (EMR). MRS7 Reporting is a software database that tracks the Food and Drug Administration (FDA) mandatory requirements for passing the Mammography Quality Standards Act annual inspection and keeping track of patient past medical history related to breast imaging. ***NOTE: A National MOU/ISA is required for remote access and interconnection to VA facility servers. The Government intends to award a firm-fixed price contract. The period of performance for this contract will include a one (1) 12-month base period with four (4) 12-month option periods to allow for annual software maintenance and support. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition in accordance with FAR subpart 13.5. The anticipated award date is June 1, 2018. Please note that this is not a request for competitive quotes. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. Deadline date for the submittals is May 4, 2018 at 9AM Eastern Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for determining whether to conduct a competitive procurement.
