The SIR IS ONLY 72 PAGES TOTAL. ************************************************************** The Federal Aviation Administration (FAA), Enterprise Services Center (ESC) located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma, has a requirement for Information Technology Support Services (ITSS) that augment the ESC, FAA Logistics Center (AML), and the FAA Academy (AMA) with information technology professionals at the MMAC. The FAA contemplates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 1-year base period and four 1-year option periods. The contract will have firm-fixed price, labor hour, and cost reimbursable travel line items. This source selection will be conducted in two phases. ONLY PHASE I DOCUMENTS ARE SOLICITED AT THIS TIME. After Phase I evaluations are complete, the Government may establish a competitive range and Offerors will be notified of their status. Phase II documentation will be provided at that time to offerors selected to participate in Phase II. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING SPECIALIST. QUESTIONS FOR PHASE I ONLY ARE DUE NO LATER THAN 3:00PM ON MONDAY APRIL 30, 2018. QUESTIONS NOT RELATED TO PHASE I WILL NOT BE ANSWERED. This procurement is a full-and-open competition. There is no set-aside for small business. The North American Industry Classification System (NAICS) code for this procurement is 541519, Other Computer Related Services, with a Small Business Size Standard of $27.5 million. All interested sources should first attempt to download the attached SIR document. SIR ATTACHMENTS ARE ATTACHED INSIDE THE.PDF FILE. If downloading is not possible, all requests for copies of the SIR documents must be made in writing to the attention of Nick Risi, Contract Specialist (AAQ-722), via e-mail at nicholas.risi@faa.gov. Phase I Technical Proposals are due no later than 3:00 p.m. local time (Central Time Zone), May 14, 2018 and must be submitted to FAA, Customer Service Desk (AAQ-700) depository located in Room 313, Multi-Purpose Building. Physical Address: 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be sealed and labeled as follows: SIR/RFO 6973GH-18-R-00092, C/O Nick Risi, due 3:00 p.m. CT, May 14, 2018. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, May 14, 2018, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
