- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 123456789_2 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. The associated North American Industrial Classification System (NAICS) code for this procurement is 423740 with a small business size standard of 100.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-04-27 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be BROWNSVILLE, TX 78521 The Department of State requires the following items, Brand Name or Equal, to the following: Base Period of Performance: 04/12/2018 - 09/30/2018 LI 001: Air Purifiers- BRAND NAME OR EQUAL Examples of Brand Name Air Purifiers that meet all requirements: Winix 5500-2 Coway AP-1512HH Mighty Air Purifier Blue Air air cleaners are not acceptable as the filter replacement cost exceeds post ™s budget. Capabilities: Filter Filter is 99.97% effective at filtering 0.3 micron particles or better. Filters: At least a true HEPA filter and carbon filter. True HEPA filters only. Must be a certified HEPA filter. HEPA like filters are NOT acceptable. No air cleaners/purifiers with śpermanent ť filters. Filters must be replaceable. Total cost of annual filter replacements (carbon plus hepa filters) per unit CANNOT exceed $60 USD. Each unit must come with a one year (as determined by the manufacturer) supply of filters. Air Purifier Unit śAHAM Verifide ť (www.aham.org) Combined Clean Air Delivery Rate (CADR) of at least 230 cfm for Pollen, 230 Dust, 230 Smoke and to clean areas of at least 300 sq. ft. Unit cannot produce any ozone as the U.S. EPA recommends against use of any air cleaners/purifiers that generate ozone, OR ozone emitting feature can be turned off, such as an optional ion filter or plasmawave technology. Voltage: 110/120 Cycles: 50/60 Wired for 15 amp outlets. Does NOT require a transformer. ENERGY STAR ® designation or determined to meet ENERGY STAR ® criteria by an organization recognized by the U.S. EPA as a Certification Body (CB) approved to administer verification testing for purposes of the ENERGY STAR ® program. For example, AHAM (see http://ahamverifide.org/search-for-products/room-air-cleaners/ ) Free standing floor model out of the box (no assembly required). No wall or ceiling units. Unit may NOT run at more than 80 watts on highest setting. Unit has a replacement filter indicator light. Unit has an air quality indictor, such as changing colors to indicate the air quality. Unit can be placed in an automatic mode or eco mode in which it changes the fan speed based off the indoor air quality. Does not exceed a noise level of 65 dBA at highest setting. Replacement filters can be purchased easily online or locally. Exchanging filters should be easy with no or minimal tools and the parts involved should be robust enough to withstand several exchanges per year. Manufacturer ™s warranty of 1 year or greater. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. No exceptions or qualifications. New equipment ONLY, NO grey market or refurbished products. Items must be in original packaging, never used, and not altered in any way. Components of the requested equipment, to include memory, must be manufacturer-approved and may not be compatible, remanufactured, or refurbished equipment. All items must be covered by manufacturer ™s warranty and procured through a manufacturer approved distribution channel. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels upon request. The Seller confirms to have sourced all products submitted in this Bid from manufacturer-approved channels for Federal sales, in accordance with all applicable laws and manufacturer ™s current applicable policies at the time of purchase. Seller must be able to support both the product sale and product pricing, in accordance with applicable manufacturer certification / specialization requirements. If software is provided or included, Seller shall, upon request, provide Buyer with a copy of the End User License Agreement. Seller certifies that all software is licensed originally to Buyer as the original licensee authorized to use the software. All bid prices must include shipping FOB Destination. No partial shipments are permitted, unless otherwise specified by Contracting Officer at time of award.
