- GPS SATELLITE TRACKING, MESSAGING, SOS The Department of the Interior, US Geological Survey, Reston Acquisition Branch, Reston, VA, intents to award a non-competitive, fixed price contract to SPOT LLC, located in Covington, Louisiana. The US Geological Survey South Carolina Water Science Center, based in Columbia, SC, has a requirement for SPOT GEN3 activation, annual network and subscription services. The service will be provided for the USGS owned SPOT GEN3 devices. The period of performance is for one base period and four (4) one-year option periods. The NAICS for this requirement is 517410. The size standard is $32,500,000.00. This is not a small business set-aside. SPOT, LLC is the only known source for the SPOT GEN3. The SPOT GEN3 devices owned by the US Geological Survey, South Atlantic Water Science Center (SAWSC), require an annual service contract to remain active. SPOT, LLC is the only known source that provides the necessary satellite communication services, activation services, and annual subscription services for the SPOT Gen3 devices. The devices are used to track continuously the whereabouts of USGS-SAWSC personnel while in the field, to provide notifications of entry and exit to and from the field each day, and of the location, launch points and duration of work from watercraft. SPOT communication devices and services ensure the safety of personnel in the field by providing a mechanism to secure assistance in an emergency and notify management of emergency situations using satellite systems. SPOT, LLC provides a consolidated RSS feed to post personnel locations on the USGS go2mapper providing real-time mapping of personnel locations. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501 (a) Sole source (including brand name) acquisitions. All responsible sources may submit a quotation with capability statement no later than 04/25/2018 at 5:00 PM ES which shall be considered by the agency. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. An award will be made on or about 04/26/2018. Pursuant to FAR 5.102 Availability of Solicitations, the justification for other than full and open competition will be made available within 14 days after contract award.
