REQUEST FOR INFORMATION NUWC DIVISION NEWPORT 1.0 Description 1.1 The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award Blanket Purchase Agreements for Academic Training from accredited colleges and universities. The focus of this training is in the following areas: Electrical Engineering, Mechanical Engineering, Systems Engineering, Computer Science and Engineering, Ocean Sciences, Physics, Mathematics, Information Technology, Operations Research, and Business. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background Naval Undersea Warfare Center Division Newport provides research, development, test and evaluation, engineering, analysis and assessment, as well as Fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems, and stewards existing and emerging technologies in support of undersea warfare. NUWCDIVNPT is interested in pursuing education and training agreements from accredited colleges and universities focusing on various Business topics and advanced Science, Technology, Engineering and Mathematics (STEM) subject areas such as Electrical Engineering, Mechanical Engineering, Systems Engineering, Computer Science and Engineering, Ocean Sciences, Physics, Mathematics, Information Technology and Operations Research. Respondees are encouraged to provide information pertaining to this effort including: capabilities, pricing, accreditation information, areas of emphasis and majors, etc. 3.0 Requested Information 3.1. Does your organization offer courses on-line? If so, please define the subjects taught on this platform. 3.2. Does your organization offer degree programs on-line? If so, please define the subjects and degree programs taught on this platform. 3.3. Does your organization offer discounts or waivers on fees? 3.4. Does your organization offer in-state tuition rates for out-of-state students, if purchased by employer or if purchased in bulk quantities? 3.5. Does your organization charge credit card fees, if paid via credit card? If so, how much are these fees? Is there a possibility to wave aforementioned fees? 3.6. Does your organization offer courses/degree programs remotely, on-site to employer? If so, which courses and/or degree programs? 3.7. Does your organization offer rate discounts if purchasing bulk quantities? 3.8. What is the accreditation type of your institution's programs? 3.9. Does your institution have partnerships with any state or federal entities? If so, please identify the state or federal entities and describe the goal(s) of the partnership? 3.10. Does your organization offer flexibility in scheduling courses to meet the needs of employees working full-time schedules? 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 White papers in Microsoft Word for Office 2000 compatible format are due no later than 21 May 2018, 14:00 EST. Responses shall submit white papers via e-mail to christopher.ramsden1@navy.mil and leslie.brazil@navy.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 5.0 Industry Discussions NUWCDIVNPT representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist, christopher.ramsden1@navy.mil with a copy to the Contracting Officer, leslie.brazil@navy.mil. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after 21 May 2018 will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify accredited colleges and universities that can provide Academic Training to NUWC personnel. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
