Description
Sources Sought Synopsis Only The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 811310 with size standards of $7.5 Million.   Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the project, VA will set aside the underlying solicitation per 38 U.S.C. §8127.   Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. General Requirements: The Department of Veterans Affairs (VA), Engineering Services in Pacific Desert Southern California Healthcare System facilities, have a requirement to establish a full service contract for the maintenance of the filters and water quality of the physical therapy exercise pool. Scope The Contractor shall provide all labor, tools, equipment, supplies, transportation, travel and related expenses to provide cleaning and maintenance service for the therapy pool, 3 times weekly, including all related equipment between the times of 6a and 8a. Pool is 45 x 25 and average depth of 3.5. Place of Performance: Veterans Affairs San Diego Veterans Healthcare System 3350 La Jolla village Drive, San Diego CA 92161 Period of Performance: 6/1/2018- 5/31/2019, base year, and up to 4 one-year options Specific Tasks Contractor shall test and maintain correct chemical parameters for pool. Contractor shall fill and adjust chemical feed system, including salt and conditioner as needed. Contractor shall flush filters and clean skimmers, including removal of all foreign objects from baskets in skimmers and pumps. Contractor shall check/set thermostat to desired or recommended setting, including calibrate Ph level. Contractor shall check/set timers to proper maintenance schedule. Contractor shall vacuum the bottom of pool. Contractor shall brush steps and sides of pool. Contractor shall clean tile of dirt and scum. Contractor shall thoroughly clean rubber pool deck at minimum of once every 3 months. Maintain the system to operability. Safety Precautions Contractor shall comply with all applicable Federal, State, and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR), Parts 1910 and 1926, NFPA 70E, Article 130.7 29 CFR 1910.132(d)(1)(iii), 29CFR1910.137 Contractor shall provide all necessary tools, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. All necessary precautions shall be taken by the Contractor to prevent accidental operation of any existing smoke detectors or sprinkler heads. No flammable liquids shall be stored or used in the medical center for a duration period greater the time scheduled to perform the work.
