Description
The Naval Air Systems Command intends to negotiate an order under Basic Ordering Agreement N00019-14-G-0004 with Sikorsky Aircraft Corporation (Sikorsky), 6900 Main Street, Stratford, CT 06497-9129, on an other than full and open competition basis, for Field Service Representative (FSR) mission system and airframe support for the Royal Saudi Naval Forces (RSNF) MH-60R aircraft deployed to Naval Station (NS) Mayport in Jacksonville, Florida. The FSRs will perform the following efforts: a) Provide on-the-job training in areas of maintenance and operation techniques relevant to the repair of the MH-60R aircraft equipment; b) Provide training, technical support, and liaison assistance on repair of components that are repairable at the organizational level; c) Guide and instruct in the use of associated special tooling and support equipment; d) Help to facilitate the installation of modifications and retrofit kits as required; e) Provide technical guidance to resolve maintenance problems; f) Review RSNF proposed changes to the MH-60R maintenance program and provide recommendations to increase aircraft availability rates; g) Serve as liaison to exchange information relative to the maintenance of the aircraft; and h) Support the initial squadron operations supporting on the job training/support to the RSNF pilots and sensor operators. The period of performance is anticipated to be three years. Sikorsky is the Original Equipment Manufacturer (OEM) of the MH-60R aircraft and is the only source with the proprietary data, expertise, technical data, equipment, and personnel required to provide in-depth programmatic, engineering, and logistics technical support to resolve complex maintenance and technical problems of the MH-60Raircraft. No other firm possesses the required data and expertise on this equipment. Responsible sources may submit a capability statement which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the MH-60 aircraft program and must include personnel specifically qualified to provide the services described. The capability statement must include your approach to accomplish this effort for the MH-60R helicopter. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
