- Justification for Other Than Full and Open Competition The Federal Bureau of Investigation (FBI) intends to negotiate a sole source contract with Bloomberg Finance, L. P. under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedure, FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Bloomberg Finance, L. P. is the sole source for the Bloomberg Anywhere License. The North American Industry Classification System (NAICS) code for these item is 519130 - Internet Publishing and Broadcasting and Web Search Portals. The size standard is 1000 employees. This notice of intent is not a formal solicitation or request for competitive proposals or quotes. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Monday, March 26, 2018 10:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: tammy.miller@fbi.gov. Any party responding to this notice shall shall include a letter from Bloomberg Finance, L. P. confirming that they are authorized to sell the Bloomberg Anywhere License. The government contemplates a one time, firm-fixed priced Purchase Order. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
