- The Internal Revenue Service (IRS) intends to acquire Stichting Internationaal Belasting Documentatie Bureau support for the planning and execution of the 3rd International Conference Taxpayer Rights (ICTR). This requirement will be made on a sole source basis under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1. Period of performance: Date of Award through May 4, 2018. A sole source justification - Simplified Acquisitions has been documented in the contract file in writing. The third conference builds on the first two conference successes. The inaugural ICTR was held in Washington DC in November 2015. The second conference was held in Vienna, Austria, in March 2017. The ICTR will be held in the Netherlands on May 2-4, 2018 at the Hotel NH Collection Amsterdam Barbizon Palace, Prins Hendrikkade 59-72, 1012 AD Amsterdam. Support services include serve as liaison between Taxpayer Advocate Service (TAS) and other conference cosponsors on all non-venue related activities; provide administrative support, research, conference planning & support to complete all activities related to preconference registration of all conference participants; work with National Taxpayers Advocate (NTA) and other cosponsor's points of contacts to develop a comprehensive list of potential conference participants; establish a process so the registration of all conference attendees is completed timely; but provide administrative access to registration site to designated TAS point of contact; coordinate room block at the Amrath and overflow at the Doubletree; identify additional lodging options to include for travelers on the conference website; coordinate distribution of identification badges to all ICTR participants during "check in" at the Contractor's facility during both days of conference; work directly with the NTA to determine all publicity and promotion of the event to include social media; TAS will provide all agency logo and information as needed for inclusion in any promotional or publicity material; provide all required technical support during all phases of the conference. Audiovisual equipment will be provided by the vendor; contact caterers to obtain sample menus and event pricing; working with NTA staff to select caterer and finalize menus for conference and reception and establish contract with approved caterer for all conference and reception food services. The contractor is liable for all costs related to performance in the tasks below, and the Government is not liable for payment for any services provided under this contract. The contractor shall provide an accounting of expenses and revenues to TAS if requested. However, as consideration, and to offset the costs associated with this contract, IBFD is entitled to all the registration, sponsorship and/or other fees collected as payment for their performance under this contract. The registration fee will be set at 215€ for early registration and 275€ for regular registration. Early registration will be run from 27 November 2017 to 15 January 2018. Regular registration will continue from 16 January 2018 to 18 April 2018. The procurement is unrestricted. NAICS code is 531120, and the small business standard is $27.5 million. This notice of intent is not a request for proposals. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the service listed above are invited to submit substantiating documentation in writing to faith.m.ashton@irs.gov not later than 9:00 a.m. (Eastern Time) on March 23, 2018. Information received will be considered solely to determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Please note: A solicitation does not exist. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
