Description
IAW FAR 6.302-1, this Sole Source Justification is being posted on FBO within 14 days after award for the calibration of Scot Testers. Control No. 18-20 SOLE SOURCE JUSTIFICATION (Simplified Acquisition Procedures under FAR Part 13 below $150K) 1. Agency/Contracting Activity: 103 OPS / USPFO-CT P&C 2. Description of Action: Firm Fixed Price Delivery Order Nature: New Requirement Pricing: Firm-Fixed Price 3. Description of Supplies/Services: This requirement is for the calibration of four Scot Testers. 4. Authority: Action using Simplified Acquisition Procedures FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization. 5. Reason for Authority Cited: TO 33D2-10-135-1 calls for the calibration of the Scot Tester by the manufacturer every two years. 6. Actions to Increase Competition: N/A 7. Market Research: Historical acquisition information - W912PQ-17-F-0133 8. Procurement History: W912PQ-17-F-0133 Was action competed? No If action was not competed, state the cited authority, summarize rationale: Only the manufacturer performs this function, which is consistent with TO 33D2-10-135-1 and market research. 9. Additional information to support the justification: 10. Fair and Reasonable Price Determination: As Contracting Officer, I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Basis for the determination: price analysis techniques. 11. Contracting Officer's Approval: I hereby certify that this Justification is accurate and complete to the best of my knowledge and belief.
