Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR Subpart 13.5, with Fluid Imaging Technologies for one (1) Bench Top FlowCam Particle Analysis System for the NOAA Great Lakes Environmental Research Laboratory (GLERL) located in Ann Arbor, MI. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on February 27, 2018 and closed on March 8, 2018. No responses were received. Justification for Sole Source The requested supply is manufactured solely by Fluid Imaging Technologies, Inc. and the only known qualified source of this item based on the required system must be compatible with the existing systems operated by GLERL. No other particle analysis system has the compatibility to the requested system being purchased to analyse data collected from the previous generation system currently owned by GLERL. If the Great Lakes Environmental Research Laboratory cannot procure the needed FlowCam Particle Analysis System, it will have a negative impact on their ability to provide harmful algal bloom and toxicity aerial data that is critical in maintaining clean drinking water for the public.
