- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Firm Fixed Price (FFP) and Cost Reimbursable Type Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Canadian Commercial Corporation (CCC) who will sub-contract One Hundred Percent (100%) to QinetiQ Target Systems, Canada in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. This contract will provide services and supplies for land and sea based modeling, testing and risk reduction flights utilizing a Vindicator II system comprised of contractor-owned Unmanned Air Vehicles (UAVs) and high-speed maneuvering Unmanned Surface Vehicles (USVs), as well as a contractor-owned Helicopter Radar Signature Simulator (HRSS). QinetiQ (formally known as Meggitt) is the designer, developer, and manufacturer of the Vindicator II Unmanned Aerial System, Target (UAS-T). Contractor QinetiQ developed and manufactures the Vindicator II UAS-T System. The Vindicator II system is a cost-effective recoverable and reliable target systems designed for surface-to-air defense weapons evaluation, testing, and personnel training. The HRSS is a black box instrument integrated on QinetiQ UAV target platforms and used as a cost effective method to replicate threat helicopter drones. Both the Vindicator II system and HRSS beacon are proprietary to QinetiQ and only QinetiQ possesses the skills and experience required to integrate and operate the Vindicator II systems and HRSS beacon. No other companies have access to QinetiQ proprietary data, which is required for the support of this requirement. The Government contemplates a contract with an ordering period of five years, and anticipates award approximately in the fourth quarter of FY 18 and will be performed at the NAWCWD Point Mugu, CA. The contract will include one FFP CLIN for UAV Services and Supplies Support, one Cost Reimbursable Other Direct Costs (ODCs) CLIN for travel and shipping, and one Not Separately Priced (NSP) CLIN for CDRLs. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall reference N6893618R0024 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.
