This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.acquisition.gov/far. The solicitation number is 140P818Q0023 and the solicitation is issued as a Request for Quotation (RFQ). This RFQ is considered a Full and Open Competition. The NAICS code is 541219. The Government intends to issue a single firm fixed price contract to a single vendor determined to be responsive and responsible. Also, the contractor must be registered in the System for Award Management (SAM) website: https://www.sam.gov/. DESCRIPTION. The National Park Service (NPS), Lake Roosevelt National Recreation Area (LARO), has a requirement for a contractor to furnish financial services to process recreation use fee envelopes which include counting funds, documenting discrepancies, completing a funds intake report, exercising dual control and preparing funds ready for deposit in accordance with the contract terms and conditions. STATEMENT OF WORK. See Attachment 2 for details. PLACE OF PERFORMANCE. The service shall be located at the contractor's secure place of business however, the service location must be 25 miles from either one of the three Lake Roosevelt National Park Service district offices to allow for local delivery/transfer/pickup of funds and documents between NPS and the contractor as well as to allow routine on-site inspection and audits. The following are the three (3) office locations: 1) Lake Roosevelt National Recreation Area (Headquarters), 1008 Crest Drive, Coulee Dam, WA 99116-1259; 2) Fort Spokane, South District Office 44150 District Office Lane N, Davenport, WA 99122; 3) Kettle Falls, North District Office 1368 Kettle Park Road, Kettle Falls, WA 99141 PERIOD OF PERFORMANCE (POP). Performance of this contract shall begin on "Date of Award" (preferably on March 01, 2018) to February 28, 2019 (Base Year), plus four Option Year periods. If the Government exercises its option to extend, the following schedule shall prevail: BASE YEAR:"Date of Award" through February 28, 2019 OPTION YEAR I (1):March 01, 2019 through February 29, 2020 OPTION YEAR II (2):March 01, 2020 through February 28, 2021 OPTION YEAR III (3):March 01, 2021 through February 28, 2022 OPTION YEAR IV (4):March 01, 2022 through February 28, 2023 US DEPARTMENT OF LABOR SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Contract Act) WAGE DETERMINATIONS. For the purpose of providing a price schedule, See Attachment 3 Labor Wage Determinations (WDOL), as they are applicable to the awarded contract. PRICE SCHEDULE. The unit price shall include all elements necessary to perform the work. Prices Quoted shall remain firm fixed prices for the duration of the entire contract including the base year contract and any option years exercised. Option Years will only be exercised upon the contractor ¿s successful performance and are subject to the availability of funds. Option year unit price rates will be exercised at prices quoted and shall not be renegotiated. See 52.217-9, Option to Extend the Term of the Contract (Mar 2000) in the clauses. The quantities are estimates based on historical records and may fluctuate from year to year. If the estimate quantity per year requires an increase, FAR clause 52.217-6 Option for Increased Quantity shall be exercised. Payments will only be made for actual amounts delivered, counted and verified and approved by the Government. Note: Should the Government require an increase, a signed unilateral modification will be provided to the contractor. Base Year: Date of Award - 02/28/2019.
