Description
Quilcene Auto Shop & Gas House Lead Paint Abatement and Painting PROJECT DESCRIPTION: Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred." The project consists of the following major items of work: • Lead paint abatement on the exterior of the Auto Shop 2103 and Gas House 2500. • Perform required Department of Commerce abatement notification. • Abate the lead-based paint hazard. Suggested method is encapsulation. Remove any flaking paint prior to encapsulation, in accordance with industry standard. • Ensure that paint chips are not released to the environment. Contain and properly dispose of paint chips and any other waste generated onsite in accordance with state and federal law. • Workers must hold all required State certifications to perform the work required (example: lead paint abatement worker certification). • Any permits, disposal fees, state certifications required to perform the work, testing prior to disposal (such as TCLP tests), etc. are included in the scope and considered incidental. • Encapsultation will be completed by priming and painting the exterior of the Auto Shop 2103 and Gas House 2500, match existing color scheme. • Draft a short letter report describing the work that was completed. Include a statement that the firm and workers were certified to complete the work. Include a copy of any required permits obtained for this work. PROJECT LOCATION This project is located at the Quilcene Administration Site on the Hood Canal Ranger District of the Olympic National Forest, Section 24, Township 27 North, Range 02 West, W.M., in Quilcene, Washington. It may be reached by traveling North on US Highway 101 from Olympia 69 miles to the Quilcene Office on your left, 295142 Highway 101, Quilcene, Washington 98376. Performance period is from June 1, 2018, to September 30, 2018. Project Manager is Mr. Roland Watson, 360-956-2317, or email rjwatson@fs.fed.us. The Forest Service will proceed to issue a solicitation as a Request for Quotes (RFQ) on or about MAR. 28, 2018. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose offer, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Quotes will be evaluated based upon: price; experience, and past performance. The government estimated value is between $25,000 and $100,000. A bid bond is not required. Performance and payment bonds are not required for this project. Payment protection is required in the form of a payment bond or irrevocable letter of credit. Construction Wage Rates (former known as Davis-Bacon wage rates) apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
