- Market Survey PM2-JER- 0139 Time Charter of eight (8) Tugs for Norfolk, VA MSC requests information about the cost and availability of eight (8) time charter tugs to support the Government's requirements in Norfolk VA, and surrounding waters. Location: Norfolk, VA Mission: Tugs to support Government's requirements. Contract Style: Fixed Price Delivery Date: One Firm Period starting 01 April 2019 and ending 31 March 2020 (366 days) with 3 one (1) year option periods and one (1) option period for 11 months. Vessel Characteristics: See Technical Exhibit 1 in attachment. Additional Requirements: The tugs will be available 24 hours/day, seven days/week.
