Description
The Defense Logistics Agency (DLA) Energy Overseas Bulk Fuel Products Division seeks potential sources to provide fuel barges to perform fuel transportation services from the Sembawang Wharves at the Senoko Oil Fuel Depot (OFD), Singapore to DoD-owned or chartered Customer vessels moored at Changi Naval Base, Singapore. This contract also covers removal (defueling) of F76 from Customer vessels moored at Changi Naval Base (CNB), Singapore. This performance shall be provided by barges compliant with all Singapore maritime laws. The contractor shall be capable of providing fuel barges for deliveries/defuels within the following quantity range: •- 60 MTON to 500 MTON ( Approx. 15,840 USG to 132,000 USG ) •- 500.1 MTON to 1, 000 MTON ( Approx. 132,001 USG to 264,000 USG ) •- 1,000.1 MTON to 1,500 MTON ( Approx. 264,001 USG to 475,000 USG ) A single barge per delivery is preferred. However, multiple barges will be acceptable for a single delivery provided the conditions of Sections 3.2.1 and 4.1.1 of the Section C, Performance Work Statement are met for each barge. The period of performance is September 1, 2018 to August 31, 2022. The anticipated contract type is Firm Fixed Price. Interested firms should be able to provide all labor (including line handlers), materials, equipment, supervision and management to provide for bunkering and de-bunkering services to U.S. Government owned or chartered vessels. The Contractor must be licensed to carry NATO F76 (DFM) fuel and comply with all Singaporean safety and environmental laws and regulations. Tank cleanliness requirements found in MIL-STD-3004D, or latest version, must be met prior to commencement of barge fueling operations. All interested offers should register in the System for Award Management ( www.sam.gov ). DLA Energy has a mandatory electronic Enterprise Business System (EBS), which must be utilized in order to receive a contract award and registration in various sites, including but not limited to Wide Area Work Flow Suite, must be accomplished in order to be considered for award. These systems cover receiving electronic orders, invoicing and payment/payment status. Interested firms should expect the solicitation to be available on or about (synopsis posting date + 15 days).
