- M6700118R0006 Attachment 1 - Past Performance Questionnaire M6700118R0006 RFP 7 MARCH 2018 -RFP POSTED CLOSING 6 Apr 2018 at 11:00am eastern MCIEAST-MCB Camp Lejeune Contracting Department, has a requirement for a contractor to prepare, produce, publish, and distribute at monthly intervals, a civilian enterprise newspaper, to be known as "The Jet Stream" and its website. The requirement is to provide personnel, management, transportation, material, parts, supplies and equipment necessary to perform contract services, at MCAS Beaufort, SC on a no cost basis. Revenue will be generated through the sale of advertising in the newspaper. A complete performance work statement will be included with the solicitation. The resultant no cost contract will be for the period from 01 April 2018 (or date of award, whichever is later), through 31 March 2019 (or 12 months from date of award), with four one (1) year option periods. The Government will solicit (M67001-18-R-0006) and award this contract using DoDI 5120.04, DoD Newspapers, Magazines, Guides and Installation Maps dated 17 March 2015, FAR Part 13. The Government intends to award to the quoter who represents the Best Value to the Government. A Trade-Off Process will be used as the basis for award. Evaluation factors will be Technical and Production Capability (50%), Management Approach (20%), Staffing (10%) and Past Performance (20%). The proposed acquisition will be solicited on an unrestricted basis. The North American Industry Classification Code (NAICS) for this requirement is 511110 - Newspaper Publishers and the small business size standard is 500 employees. The RFP documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-96, effective 06 Nov 2017 and DFARS Change Notice (DPN) 2017128, effective 28 Dec 2017. The solicitation will be available for download via the electronic data interchange at Federal Business Opportunities (FedBizOpps) at www.fedbizopps.gov on or about 8 March 2018. All responsible businesses may submit a quote, which will be considered. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database at www.sam.gov. Contractors must also ensure annual representations and certifications are current or complete them at the SAM website.
