Description
This Request for Information (RFI) is for planning purposes only and is NOT a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quote (RFQ). This RFI does not create any obligation on the part of the Government to acquire any products or services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those responding to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The purpose of this request is to obtain information on potential sources who can provide Defense Contract Audit Agency with a leadership challenge/obstacle course that will serve as a capstone activity applying the leadership concepts and theories learned in Defense Contract Audit Institute's (DCAI) Leadership Academy. Specifically, a training facility, equipment and facilitators are needed to deliver live action-oriented exercises in an innovative educational lab environment designed to explore, elevate, and expand human potential by converting team and leadership theory into action. Exercises should be 1.5 to 2 hours in length, and will focus on group leadership, team productivity, effective communications, adaptability, and analytical problem solving. The Government anticipates up to 20 classes of 24 students each annually. The DCAI Leadership Academy is located in Atlanta, Georgia, and it is desired that the challenge/obstacle course be located no more than 10 miles from the academy. The Government is seeking sources who are able to supply this product/service in accordance with the following tasks: --Provide multiple outdoor (indoor during inclement weather) courses and necessary equipment that enables participants to actually undergo the course concepts to be learned by practicing the tasks while working as a team. --Apply experimental learning theory that achieves the designated course terminal and enabling learning objectives (group leadership, team productivity, effective communications, adaptability and analytical problem solving). --Employ appropriate adult teaching and learning strategies to effectively facilitate transfer of training using unique situations that require students to help each other to negotiate the tasks. --Motivate students and implement a learning experience that takes participants outside their comfort zones to maximize learning outcomes. --Bridge leadership classroom theory and leadership practice through challenging small group activities that allow participants to tackle multiple assignments and challenges during each course activity. --Provide pre-briefing to team participants prior to the scheduled activity. --Provide feedback and a team debrief of activity results at the conclusion of each training course. --Provide challenging course activities that enable accomplishing the course's terminal learning objectives. Course activities will involve both low and high course activities. --Course structures and activities are to be designed for use by participants of average mobility and strength and who are in reasonably good health. --Integrate tasks that maximize mental and physical challenges with only minimum physical risk. --Provide capability to break class pool into smaller, 7-10 person groups, to complete the assigned course tasks. Each smaller group should attempt between six and nine tasks during the training period. NOTE: THIS IS A REQUEST FOR SOURCES ABLE TO PROVIDE THE REQUIRED PRODUCT/SERVICE TO EXPRESS INTEREST IN PROVIDING THE PRODUCT/SERVICE AND/OR PROVIDE A CAPABILITIES STATEMENT. Please reference the RFI number in your response. Responses must be submitted to the email address listed on the Primary Point of Contact by the closing date/time of this announcement. Late submission will not be reviewed.
