- Description of requirement, terms, and Instruction / Evaluation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13 for the following, under simplified acquisition procedures. (ii) The solicitation number is FDA-SOL-18-1193224 and is being issued as a "Brand Name or Equal To Request for Quotation (RFQ). (iii) The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-97. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The provisions and clauses may be accessed in full text at www.acquisition.gov/far. (iv) The NAICS code is 519130, Internet Publishing and Broadcasting and Web Search Portals. All qualified vendors are encouraged to respond. (v) and (vi) DESCRIPTION: The purpose of this procurement is to procure a web-based application that is BRAND NAME OR EQUAL to the Knovel Science and Engineering Reference Sources. Product shall support the U.S. Food and Drug Administration (FDA) Library. This requirement will allow web access to the online application for an unlimited number of authorized users. The FDA requests proposal responses from qualified sources capable of providing FDA users with web access to the Knovel Science and Engineering Reference Sources or Equal product. (vii) PERIOD OF PERFORMANCE: (12) month base period plus four (12) month option periods. (viii) The provision as FAR 52.212-1 titled, "Instructions to Offerors - Commercial" (JAN 2017), applies to this acquisition. (ix) The provision at FAR 52.212-2, titled, "Evaluation of Commercial Items" (OCT 2014), is applicable ot this acquisition. See Attachment No. 1: Knovel SOW for supplemental information on instructions and evaluation. (x, xi, xii, xiii) See Attachment No. 1 for applicable terms and conditions. (xvi & xvii) Quotes are due 3pm Eastern Time (ET) on Thursday, March 15, 2017 and may be submitted via email to Jody OKash at jody.okash@fda.hhs.gov. The subject line for all quote submissions must include the company name, solicitation number: FDA-SOL-18-1193224, and title, "Access to Web Based Knovel Content".
