- U.S. Army Contracting Command - Rock Island (ACC-RI) has a requirement for the manufacturing of the Specialty Colored Dyes used in the M18 Smoke Grenades. The M18 Smoke Grenade is used as a ground-to-ground or ground-to-air signaling device, a target or landing zone marking device, or a screening device for unit movements. The grenades are available in different colors in order to discriminate between mission intent. This requirement will be for the following colored dyes: M18 Green Smoke (Solvent Green 3) Chemical Abstracts Service (CAS): 128-80-3 M18 Yellow Smoke (Solvent Yellow 33) CAS: 8003-22-3 M18 Red Smoke (Disperse Red 9) CAS: 83-38-2 M18 Violet Smoke (Mix, Violet) CAS: 81-63-0 The maximum production requirements for all dyes are estimated not to exceed 160,000 lbs. per year. This procurement will result in a sole source award to Nation Ford Chemical (NFC) under NAICS code 325130, with a small business classification size of 1000 employees or less. In accordance with FAR 6.302-3(b)(1)(i), it has been determined that NFC is the only contractor within the U.S. and Canada capable of producing these colored dyes in accordance with the required military specifications. A five-year, indefinite delivery, indefinite quantity contract is anticipated. F.O.B. Destination. ACC-RI intends to issue a Request for Proposal (RFP), W52P1J-18-R-3019 to Nation Ford Chemical on or about March 22, 2018 with a closing date 30 days after issuance. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.
