Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a low-light, low-noise spectrometer system to conduct frequency domain measurements in association with quantum optics experiments. NIST's Physical Measurements Laboratory (PML) Quantum Optics Group of the Quantum Measurement Division intends to use this on a project to support the division mission of developing and characterizing measurement methods that take advantage of the quantum nature of light so as to achieve better performance, uncertainties, or to enable new applications that are not possible with classical methods. After market research results are obtained and analyzed, minimum requirements specifications for the microwave atmospheric water vapor and temperature monitoring radiometer system will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources with 1,000 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Product Requirements: NIST is seeking a low-light, low-noise spectrometer system compatible with our measurements of faint and/or nonclassical sources. The following minimal technical criteria must be met: Minimum specifications for the system in general: •Operating ambient temperature: 295-305K •Measurement wavelength range: 400nm-1700nm via one or two cameras and multiple gratings •The system, once delivered and assembled, should be capable of making the intended measurements without the need of any extra, including third-party, components and/or software products. •The system must allow for either standalone operation, or remote operation through computer control. •Compatible with Windows7 (32 and 64-bit) and Windows10 (32 and 64-bit). •Linux SDK must be included. •Must provide compatibility with LabView, Matlab and Python. All SDKs, drivers and/or other necessary software for customization and/or remote operation must be included. Functioning examples that illustrate the essential operation via SDKs must be provided. •Acceptance period of 30 days. Acceptance is based on a satisfactory proof by the vendor that all the technical criteria listed here are satisfied upon installation. •Minimum 1 year warranty on the system. Minimum specifications for Spectrometer: •0.32 meter or longer focal length spectrometer •Between f/4 and f/5 aperture ratio •Silver-coated mirrors and gratings •User-exchangeable grating mount, or turret, that holds 3 or more gratings at the same time. The spectrometer should allow changing between at least two of such grating holders. •Stepper motor drive step; drive step size 0.0025 nm or better with 1200 gr/mm grating at 435 nm. •At least 3 Gratings: (i) 300 gr/mm and (ii) 1200 gr/mm centered at 700 nm-800 nm; (iii) 600 gr/mm centered at 1600 nm. •Zero astigmatism at any wavelength with any grating at all points in the focal plane. Zero coma at 500 nm with 1200 gr/mm grating. •Automated wavelength and intensity calibration •Point spread function linewidth measurements (FWHM) of 1.5 pixels or smaller with a 20 μm pixel pitch or smaller, at 435 nm with a 1200 gr/mm grating for on-axis measurements. •Point spread function linewidth measurements (FWHM) of 1.6 pixels or smaller with a 20 μm pixel pitch or smaller, at 435 nm with a 1200 gr/mm grating, for measurements averaged over working field-of-view. •Spectral resolution of 0.08 nm or better at 435 nm with a 1200 gr/mm grating. Minimum specifications for Detector(s) •1000nm-1700nm range: oDetection efficiency: Peak: >84%; 1000nm-1550nm >80%; 1550nm-1650nm >50%; 1650nm-1700nm >10% oActive detection matrix is at least 640x512 pixels oDark current better than or equal to 100 e-/pixel/s (liquid nitrogen temperature target) oTE cooling down to -85 C or lower. If water cooling is required, water chiller shall be included. oTE cooling down to -65 C or lower using air cooling only oReadout noise of 400e- per pixel or less oMust support 16-bit digitizer operation or better oIf camera requires vacuum to operate, vacuum must be guaranteed for lifetime of the camera •400nm-1000nm range: oDetection efficiency: Peak: >94%; 430nm-800nm >80%; 350nm-880nm >50%; 880nm-1000nm >10%; oActive detection matrix is at least 1024x1024 pixels oDark current better than or equal to 0.002 e-/pixel/s oTE cooling to -75C or lower If water cooling is required, water chiller should be included. oTE cooling down to -60C or lower using air cooling only oReadout noise less than 1e- per pixel between 400-1000nm at low light input oFringe suppression technology with <=10% fringe amplitude in 800nm-1000nm region. oMust support 16-bit digitizer operation or better oMust support full vertical binning and partial vertical binning oMust support fast spectrum acquisition at >300,000 spectra per second oIf camera requires vacuum to operate, vacuum must be guaranteed for lifetime of the camera. Minimum Specifications for Computer System •Real-time acquisition, display and data processing software •Export capability to Origin and CSV file formats Instruction to Responders: Companies that are capable of providing this Low-Light, Low-Noise Spectrometer System are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1.Name of the company(s) that offer the required supply. In addition, provide a point of contact for the company(s). 2.Indication of number of days, after receipt of order that is typical for delivery. 3.Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4.Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
