Description
The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a low-price, technically-acceptable, firm-fixed price contract, for the construction of a new Youth Center Facility. This project will be acquired as an unrestricted procurement via the Lowest-Price, Technically-Acceptable (LPTA) method in accordance with FAR Part 15.101-2. The project scope is the construction of a new facility of approximately 16,260 SF; one-story facility with parking and sitework. The facility will accommodate school age children with after school programs, youth activities and youth support. The construction will be spread and continuous footings, slab on grade, structural steel frame and columns, standing seam metal roof, brick veneer, masonry block backup, metal studs, gypsum board walls and aluminum windows. Construction is inclusive of HVAC systems, all mechanical, electrical, water, sewer & communication utilities, fire detection and protection system, site work, stormwater runoff, playground prep and supporting pavements. It is anticipated that the RFP will be posted electronically via the Federal Business Opportunity website at www.fbo.gov on or about 22 March 2018 and the proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the FedBizOps web-site for any amendments. Bidders/Offerors are required to be registered in the Central Contractor Registry (see www.ccr.gov) The period of performance for this project is 365 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The magnitude of this construction is estimated to cost between $5,000,000.00 and $10,000,000.00. The evaluation criteria will be as follows: Factor 1- Past Relevant Experience and Factor 2 - Past Performance. Several relevant past construction projects will have to be submitted for evaluation. The evaluation criteria details will be further discussed in the RFP solicitation. Proposals/offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email, fax, or mail to Shantae Mollison at Shantae.M.Mollison@usace.army.mil. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want access to the solicitation must be registered with Central Contractor Registration (CCR), located at www.ccr.gov, and FedBizOpps. Business opportunities can be located in FedBizOpps or the Army single face to Industry (ASFI) acquisition business website https://acquistion.army.mil/asfi. Project specification files and drawings are portable document files (PDF). Prospective contractors must be registered in the DoD CCR database prior to award. Lack of registration in CCR will make and offeror ineligible to download the solicitation for award. Information on CCR registration is available at http://www.ccr.gov.
