Wage Determination Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912J2-18-Q-5005 is being issued as a Request for Quotation (RFQ) for catering services at the 128th Air Refueling Wing. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96, Effective 6 November 2017 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20180131. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This acquisition is reserved for Total Small Business concerns. The North American Industrial Classification System Code is 541620 with a small business size standard of $15 million. This is a firm fixed price requirements type contract for non-personal services to provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Integrated Solid Waste Management and QRP Business Plan Services, as defined in the Performance Work Statement. Please submit a proposal breakout that includes the following line items: CLIN 0001 - Direct Labor CLIN 0002 - Travel Costs for 3 day site visit - 1 person CLIN 0003 - Contractor Manpower Reporting (CMRA) Option CLIN 0004 - Solid Waste Characterization Study Please submit quotes no later than Friday, 6 April at 1:00 pm CST. Please email any questions and quotes to Kristin.n.zahn.mil@mail.mil. This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government's intent to make award. This is not a commitment of funds or contract award. 52.217-5 -- Evaluation of Options. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Requests for Quote will be evaluated based on lowest price that meets salient characteristics. Invoicing will be required through WAWF at https://wawf.eb.mil/ and vendors are required to be registered in SAM at https://www.sam.gov. Award can only be made to contractors registered in System For Award Management (SAM) at https://www.sam.gov. The WIANG (128ARW) is a Federal agency and tax exempt.
