Production Government Format TDP ** Added Attachment 0006, Production Government Format Technical Data Package **Note new response date** ** If your firm has Industry Questions/Comments on Draft RFP, response date is extended from noon March, 7th, 2018 to noon March 12, 2018** ** All Questions/Comments will be addressed in the Final RFP ** This is a presolicitation notice/synopsis for the Level III Technical Data Package (TDP) per MIL-STD 31000A for the Load Handling System Compatible Water Tank Rack Model M-105 (Hippo I) (NSN: 5430-01-487-7760), hereinafter known as Hippo I TDP. The Department of the Army will also require manufacture of three Hippo I Production Representative Articles to perform verification and validation of the delivered Hippo I TDP through a Physical Configuration Audit (PCA), Contractor First Article Test (FAT), and Inspection and Acceptance and Test (AI&T) procedure. The required delivery schedule for the Hippo I TDP, associated data (Contract Data Requirements Lists (CDRLS)), three Production Representative Articles, and successful performance of PCA, Contractor FAT and AI&T is 12 months. The Hippo I is a heated water tank that holds potable water for soldiers in theater and brigade units. It provides the soldiers with the capability to receive, store, and distribute potable water for cooking, drinking, showers and cleaning purposes. ACC-WRN intends to issue a competitive solicitation in the near future. Award will be made on the basis of full and open competition, using Best Value Tradeoff Source Selection Procedures found in FAR 15.101-1. The resulting contract will be a firm-fixed price type contract with one option CLIN to be exercised in the event the production representative articles need long term packaging and preservation. The procurement of the Hippo I TDP from will increase competition for the follow-on production contract and will result in the Government being able to re-procure a stable, proven design solution in a competitive manner. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
