Description
The Naval Sea Systems Command PEO Integrated Warfare Systems Surface Ship Weapons (PEO IWS 3.0) intends to award a Basic Ordering Agreement (BOA) for the MK 46 Optical Sensor System (OSS) and the MK 20 Electro-Optical Sensor System (EOSS) to L-3 Kollmorgen Electro-Optical (L-3 KEO) of Northampton, MA without providing for full and open competition. The BOA allows for the placement of Firm Fixed Price (FFP) or Cost-Plus-Fixed-Fee (CPFF) type orders for an ordering period of sixty (60) months from date of award. The contractor shall furnish spare parts, repair and overhaul services, and engineering and logistics support for the MK 46 OSS and MK 20 EOSS. The proposed BOA is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, and pursuant to 10 U.S.C. 2304(c)(1), NAVSEA intends to award a BOA for the MK 46 OSS and MK 20 EOSS to L-3 KEO, 50 Prince St., Northampton, MA 01060. Parties interested in subcontracting opportunities should contact L-3 KEO directly. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement no later than fifteen days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
