Description
This is a sources-sought notice only. There is no solicitation at this time. This notice is being issued by Western Area Power Administration (WAPA) for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. This sources sought shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. At this time there are no funds allocated or set aside for the future of this requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government. The purpose of this effort is to seek potential 8(a) business offerors capable of manufacturing and producing control switchboards (also known as control panels, relay panels, control cabinets/enclosures, or relay racks) under NAICS 335313, PSC 6110 or 6150. This requirement has historically been accepted by the SBA as part of the 8(a) program and must remain in the 8(a) program unless released in accordance with 13 CFR 124.504(d). The Contractor ™s responsibilities will include, but are not limited to: Manage, design, fabricate, paint, build, deliver, and unload complete control switchboard assemblies of varying types: open vertical (half-duplex), duplex, enclosed vertical, termination cabinets (see attached sampling of example switchboard types) Install, wire, and test equipment in control switchboards given WAPA-furnished arrangement drawings, Bill of Materials, schematic diagrams, and wiring diagrams Procure protective relays, substation automation controllers, meters, control switches and auxiliary/accessory equipment (e.g. test switches, terminal blocks, etc.) for installation Produce complete wiring diagrams from WAPA-furnished single-line and AC/DC schematic diagrams Receive, store, install, wire and test WAPA-furnished protective relays Perform and document continuity, functional, and relay-settings testing of installed equipment Ship complete control switchboards to substations and facilities throughout WAPA ™s territory and be responsible for unloading when needed Travel to WAPA substations and gather information needed to build custom-matched switchboard assemblies Firms responding to this notice must identify their company ™s capabilities to perform the requirements described above. In addition, firms shall provide verification of their status as an 8(a) business and their ability to comply with providing manufactured control switchboard end items in accordance with 13 CFR 121.406. In identifying capabilities, elements to highlight include: Production capacity and supply chain (Do you have a manufacturing sub-contractor, or do you manufacture directly? How large is the manufacturing facility? How many projects/switchboards can you handle at one time? How large is your staff? Is sheet-steel cutting/forming and painting performed onsite at the primary manufacturing facility, or done by an outside supplier? What are typical manufacturing times for different order sizes?) Technical expertise and quality assurance (How do you manage your projects? Do you have engineering and technician staff familiar with high-voltage power system protection and control design? What CAD programs do you use? What is your quality assurance program? What is the extent of functional and factory acceptance testing that you perform? Is it done in-house? What test equipment do you use?) Any proprietary information should be so marked. The written capability statement should be received by the Contract Specialist no later than 3:00 pm Eastern Time on March 19, 2018. Only electronic statements will be accepted.
