Description
AMENDMENT : THE PURPOSE OF THIS AMENDMENT: 1) To delete from the Sources Sought Notice for solicitation HDEC02-18-R-0005 the following six commissary locations: Carlisle Barracks-PA, Ft. Drum-NY, Ft. Hamilton-NY, McGuire AFB-NJ, Saratoga Springs-NY, and West Point-NY. 2) To inform that the six commissary locations, Carlisle Barracks-PA, Ft. Drum-NY, Ft. Hamilton-NY, McGuire AFB-NJ, Saratoga Springs-NY, and West Point-NY commisaries will be solicited under DeCA solicitation HDEC02-18-R-0008. All other notice details remain the same. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY; NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The Defense Commissary Agency (DeCA) is seeking potential sources and information in anticipation of a requirement to provide In-Store Specialty Delicatessen and Bakery Resale Operations, to include Sushi for 17 Defense Commissary Agency (DeCA) commissary locations. DeCA commissaries are Government-owned and operated facilities designed to operate similar to commercial retail supermarkets, providing food items and other merchandise for resale to active-duty and retired military, and their families at a cost savings compared to the same or similar products sold in the commercial retail markets. The Defense Commissary Agency is seeking qualified contractors for In-store Deli and Bakery Resale Operations, to include Sushi, for 17 Defense Commissary Agency (DeCA) commissary locations at: CLIN 0001: DeCA East Area (7 locations in Virginia): Fort Eustis, Fort Lee, Langley AFB, Little Creek NAVPHIBASE, Norfolk NAVSTA, Portsmouth NNSY, and Oceana NAS CLIN 0002: DeCA West Area (10 locations in Texas): Corpus Christi NAS, Dyess AFB, Fort Hood I-Clear Creek, Fort Hood II-Warrior Way, Fort Sam Houston, Fort Worth, Goodfellow AFB, Lackland AFB, Laughlin AFB, and Randolph AFB In accordance with Federal Regulation 19.202-2(a), the Defense Commissary Agency (DeCA) is conducting market research to locate small business concerns. The NAICS code for this acquisition is 722310 Food Service Contractors, which sets the small business threshold at $38.5 million. The size standard represents the average of the total revenue for the past three years. If your company recognizes an average total revenue for the past three years that is $38.5 million or less, your company is classified as a small business for this procurement action. The Contract will be written and administered as a Performance Based Services Acquisition (PBSA). This method of contracting requires the Government to describe the requirements the Contractor must meet in terms of outcome or results. The "how" is left to the Contractor, within certain regulatory guidelines as referenced in the performance work statement and contract. This allows the Contractor more flexibility in achieving the desired results. The Contractor shall execute its responsibilities under the resultant contract in a manner that is consistent with the performance standards contained within the performance work statement (See Attachment 1). The period of performance for the contract is projected to consist of a base period of 24 months and three 12-month option periods, and five 12-month Award Term performance periods earned for excellent performance during the base and option performance periods.   All deli, bakery, and sushi products will be procured only from approved sources. Approved sources are those approved by the U.S. Army Public Health Command (APHC) and posted on the APHC website. Registration in Electronic Document Access (EDA) is also a requirement for any offeror that receives a contract award resulting from a solicitation. EDA registration and participation in Electronic Funds Transfer (EFT) are mandatory for award eligibility. The EDA database can be accessed at https://eda2.ogden.disa.mil.
