- The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate with Bio Technic Services LLC, 590 Over Ridge Dr., Frederick, Maryland 21703 (a small business) on an other than full and open competition basis to renew a service agreement for two (2) PROCISE Protein Sequencers that consist of the following: 1) Sequencer AB Model 491, Serial #10000035 that includes a PE200UV detector s/n 292N4091001 an AB 140D HPLC pump s/n 110000078, and 2) Sequencer AB Model 494, Serial #9409169J that includes a PE200 UV detector s/n 292N0060802E an AB 140CHPLC pump s/n 19408167. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Period of Performance May 23, 2018 through May 22, 2019. Service shall be performed in Rockville, MD 20852. The Research Technologies Branch (RTB), Protein Chemistry Section (PCS) requires a service agreement for two (2) PROCISE Protein Sequencers that will maintain the equipment in optimal operating condition. As this instrument is in daily use, repair and/or upgrades must be immediately available in order to prevent loss of research and to maintain continuity of experiments. The Service Agreement consists of the following: parts, labor and travel for remedial repair, 1 Planned Maintenance visit to be performed during the twelve-month period, guaranteed priority response time of two (2) business days after receipt of a service call for instruments located at NIH Bethesda, MD Campus, and priority telephone and email access to instrument technical support. Bio Technic Services has the knowledge deemed necessary to maintain the equipment in accordance with the required specifications and have certified technicians and parts to maintain the equipment as they are the only known local vendor to provide maintenance services. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the required service agreement may submit a response that could be considered by email (subject line to reference NIAID-NOI-18-1894693) to Tonia Alexander at talexander@niaid.nih.gov, by 3:00 pm eastern standard time Monday, March 19, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
