Description
Labor Category Descriptions SOW Schedule of Prices RFP The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (EAD), Norfolk, VA, on behalf of the National Ocean Service (NOS) is soliciting for the technical and consulting services for the Office of Response & Restoration (OR&R). Provide all services, personnel, material, supplies, supervision, labor, expertise, and equipment (except when the use of Government-furnished equipment (GFE) is specified). The nature of the work to be performed will support every day response, as well as emergency, consulting and technical services in prevention and preparedness, protection and response, restoration, research and development, and marine debris. The services will require personnel whose primary purpose is to: •Reduce risks to coastal habitats and resources from oil spills, hazardous material release, and other activities that could degrade environmental quality. •Protect coastal habitats and other resources from oil spills, hazardous material release, and other activities that could degrade environmental quality. •Restore coastal habitats and resources harmed by release of oil, hazardous materials, and other activities that affect coastal environmental quality. •Use research and development to improve response to oil spills, hazardous materials releases, and other activities that degrade coastal environmental quality. •Investigate and solve the problems that stem from marine debris through research, prevention, and reduction activities, in order to protect and conserve the nation's marine environment and ensure navigation safety. The performance period will be one base year, with an option year, with a TENTATIVE start date on May 13, 2018 through May 12, 2019. The option year will TENTATIVELY start on May 13, 2019 through May 12, 2020. The possible place of performance locations are: at the OR&R office locations in Silver Spring, Maryland and Seattle, Washington. This procurement is being issued on a small business set-aside basis. The applicable NAICS code is 541620, which has a corresponding dollar amount size standard of $15,000,000.00. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The Government anticipates awarding a time and materials type contract to the contractor whose offer conforming to the solicitation, will be most advantageous to the Government, considering the price and the non-price related factors specified in the solicitation. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, statement of work, drawings and all subsequent amendments. The statement of work will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; Offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the proposal. All responsible sources may submit a proposal, which shall be considered by the agency.
