Description
On or about March 22, 2018, the U.S. Department of Labor, Employment and Training Administration/Office of Contracts Management anticipates issuing a Solicitation for the Operation of the Woodstock Job Corp Center and Career Transition Services. This requirement will be solicited as a 100% Small Business Set-Aside. The U. S. Department of Labor, Job Corps has a requirement for the Operation of the Woodstock Job Corp Center. The contractor shall operate the aforementioned Job Corps Center, which includes provision of academic, career technical, career success skills, and career development training, and related support services. The on-board strength (OBS) for the Woodstock Job Corps Center is 366 residential and 62 non-residential students. The center is located at 10900 Old Ct Rd, Woodstock, MD 21163. The contractor shall operate residential quarters (housing) and provide all related residential center services to all students as applicable. Job Corps is a National Training Program that provides comprehensive academic, residential, and career technical training and services to approximately 60,000 disadvantaged, at-risk youth each year at 125 Job Corps Centers nationwide. Job Corps provides comprehensive career development services to students including academic, career technical, career success and independent living skills, career readiness training, and support services. The unique combination of services provided in Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $35.5M. Competitive best value source selection procedures in accordance with FAR 15.101 will be utilized for this requirement. The detailed evaluation criteria will be included in the solicitation. The resultant contract will have a two year base period of performance, plus three one-year option periods, for a total possible performance period of 60 months (5 years). The Government anticipates the award of a single contract to the responsible offeror whose proposal is fully responsive to the solicitation and is determined to offer the best value to the Government for this requirement. PLEASE NOTE: The Government may award a contract on the basis of initial proposals received, without discussions or any opportunity to make a further submission. Therefore, each initial offer should contain the offeror's best terms from a cost and technical standpoint.
