SECOND Sources Sought THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration ("GSA") Northeast and Caribbean Region is conducting a market survey and is seeking sources for a Special Trade Blast Film Repair and Alteration project. The requirements for this opportunity include the Repair and Alteration of the Court of International Trade (CIT) Façade Upgrade, One Federal Plaza, New York, NY. Construction is anticipated to begin in December 2018. The current estimated construction cost range is $1,000,000 to $5,000,000. The estimated project duration for construction is one (1) year. The North American Industry Classification System (NAICS) code for this effort is 236220 (Commercial and Institutional Building Construction) and the Small Business Administration (SBA) size standard is $36.5 million dollars in annual receipts averaged over a concerns latest three (3) completed fiscal years. The services for this project will include general construction services. The project will require work to be performed in an occupied building, on occupied floors, without disruption to the operations of the tenants. The work will involve removal of existing blast film and installation of new blast film and/or other protective façade feature (i.e. metal back-up structure to be installed behind the glass). The work may also involve removal and disposal of hazardous building materials. The building is an 8-story structure and is connected to the Jacob K. Javits Federal Building via a 4-story connector bridge that may also be included within the scope of the blast film installation. General Contractors interested in pursuing this opportunity should submit a letter of interest that includes the following information to Roxanne.gill@gsa.gov by March 23, 2018. 1. Provide the name of firm, a brief description of the firm's capabilities and the contact information for the primary point of contact. 2. Is your firm interested in submitting a proposal based on the information provided? 3. Provide a brief narrative on three blast film and/or blast damage risk reduction façade upgrade projects that you feel demonstrates your firm's prior experience in providing construction services and the ability to meet the described construction requirements. 4. Provide a brief narrative on three major alteration projects that you feel demonstrates your firm's prior experience in implementing a project in an occupied governmental building with minimal disruption to ongoing tenant operations during construction, with minimal dissatisfaction of building occupants during construction and in accordance with governmental security protocols. 5. Provide a brief narrative on three building projects that you feel demonstrates your firm's prior experience in removal, handling, transport and disposal of hazardous building materials not limited to materials containing asbestos, lead and/or PCB.
