Description
The Olympic National Forest intends to issue a Request for Proposals (RFP) for the operation and maintenance (O&M) of the Quinault Wastewater Sewage System (QWWTP). The QWWTP is a Forest Service owned facility on the south shore of Lake Quinault, Washington. The QWWTP provides sewage treatment for the Forest Service work center and campgrounds, the Quinault Lodge, privately owned businesses, Quinault Indian Nation facilities, and private cabins under special use permits. The QWWTP will be operated in accordance with operator manual provided by the Forest Service and State of Washington regulations. This is a service contract for operation of Government-owned real property. O&M services will be on a firm, fixed price basis. Operating supplies will be provided by the Forest Service as Government Furnished Property. The Quinault Wastewater Sewage System consists of: the Wastewater Treatment Plant (QWWTP); two primary influent pumping stations; four secondary influent grinder pump stations; the associated influent collection piping; and five drain fields including the distribution lines, located along South Shore Road of Lake Quinault. O&M includes: normal maintenance tasks; periodic major maintenance tasks; coordination of disposal of sludge from the plant; emergency repair and callback services on the systems listed above; and testing and monitoring including: sampling, testing, and reporting. Services will be performed, as needed, seven (7) days per week for the contract period. Period for performance is from June 01, 2018, to May 31, 2023. Project Manager is Mr. Roland Watson, 360-956-2317. The government will proceed to issue a solicitation as a Request for Proposals (RFP). This acquisition is 100 percent set-aside for small business concerns. Award will be made to the Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). Service Contract Act wage rates apply to any resulting contract. The proposed contract type is firm-fixed price. Contract will be for one year, with four one-year options. This solicitation will be available on or about MAR 23, 2018. All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
