Description
This notice is a combined synopsis/solicitation Request for Quote. This announcement constitutes the only solicitation; quotes are being requested for the solicitation NIAID-RFQ-18-1896181. The incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005 - 97 dated January 24, 2018. The National Institute of Allergy and Infectious Diseases (NIAID), Vaccine Research Center (VRC), Biodefense Research Section (BRS) is requesting to procure Meso Scale Diagnostic U-PLEX Development Pack, 4-Assay Sector Plates (25 plates), catalog #K15229N-4, quantity - 5 packs each that is to include shipping and handling. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract, and is a total small business set-aside. Delivery to Bethesda, Maryland 20892 approximately 10 days after receipt of award. The U-PLEX Development Pack, 4 Assay must contain a 10-spot U-PLEX plate with 4 activated spots, 4 unique linkers and all the necessary diluents and buffers to complete the assays. The BRS lab has chosen these kits to be used to process, handle and analyze experimental samples, and based upon known sample characteristics, in conjunction with the intended experimental design. This will allow the lab to create their own multiplex assays for any combination of analysis. The lab has used these kits previously, therefore another product could produce unusable or irrelevant data. The use of a different product other than the model by Meso Scale Diagnostics would require re-optimization of the experiment and introduces added variability between experiments. All responsible sources who can provide the same product may submit a response that will be considered by email (subject line to reference NIAID-RFQ-18-1896181) to Tonia Alexander at talexander@niaid.nih.gov, by 2:00 pm eastern standard time Friday, March 16, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above product described herein. All responses received by the closing date of this solicitation will be considered by the Government.
