Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-026 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-97. The North American Industry Classification (NAICS) Code is 811219 and the business size standard is $20.5M. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Gatan - 5794 w. Las Positas Boulevard - Pleasanton CA, 94588 to procure a one year (P.O.P. 5/23/18 - 5/22/19) extended parts and labor warranty service agreement for the following: Gatan K2 Summit Direct Detection Camera system - Quantity (1) EA SN: 14121601w1000 The Gatan K2 is installed in the lab's existing ThermoFisher-FEI transmission electron microscope. The K2 is a highly specialized camera used to obtain images of samples viewed with the transmission electron microscope. The extended warranty service will ensure that the K2 functions at peak-performance for researchers and receives prompt and qualified service should repair be necessary. The replacement parts as well as labor costs are covered under the agreement. The K2 is used by researchers to conduct structural biology studies of samples such as purified proteins and virions, synthesized virus-like particles, artificial membrane systems and cell fractions preserved by fast freezing (cryo) techniques, etc. The K2 is the most advanced imaging system available for these studies and requires expert service, maintenance and technical support. The K2 possesses a proprietary Direct Detection Active Pixel Sensor CMOS detector enabling fast, low-dose (low-irradiation), imaging of frozen samples with the highest sensitivity, resolution and signal-to-noise ratio possible. The K2 also contains proprietary engineering parts and software. The K2 is a highly technical precision instrument and skilled Gatan personnel are best equipped to provide service for the K2. Thus, results in savings of technician time and enhance the flow-through of experimental samples. Gatan personnel possess the training and expertise to service the K2. Gatan is the original equipment manufacturer, thus can provide required OEM parts and they are most qualified to maintain this critically important equipment. In order to be incompliance with the warranty only Gatan replacement parts may be used, use only Gatan or Gatan's approved consumables and provide Gatan's technicians with adequate and safe access to equipment. Third party parts/products are not manufactured by Gatan are not covered/warranted by Gatan. Gatan is not liable for any damage or loss of any nature with respect to third party products or failure of any such supplier to perform under this warranty. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; evaluation factors FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors with the capability of providing the government the needed services specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, warranties and other information that demonstrates that the offer meets all of the foregoing requirements. Offers must include a signed agreement with Gatan that you can service their equipment, provide Gatan's original manufacture parts and Gatan's or Gatan's approved consumables. Quotations will be due fifteen calendar days from the publication date of this synopsis or by March 21, 2018 by 9 a.m. EST. via email or postal mail or other mailing services. The quotation must reference "Solicitation number" NICHD-18-026. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
