- The United State Agency for International Development’s Bureau for Global Health (GH), Office of Health Systems (OHS) anticipates the issuance of a Request for Proposal (RFP) for the USAID Integrated Health Systems (IHS) Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with a ceiling of $500 million. USAID anticipates the award of u p to six (6) five-year Indefinite Delivery, Indefinite Quantity Contracts (IDIQs). Approximately two (2) o f the contracts will be set aside for award to small business concerns. USAID intends to use full and open competition for this procurement and to release the solicitation at the end of March/beginning of April 2018. This multiple-award IDIQ contract will support USAID’s Bureau for Global Health, as well as USAID Missions and other Bureaus, in planning and implementing health system strengthening programs with the overall goal of improving health and transitioning capacity to local partners. This IDIQ will enhance USAID’s ability to implement health programs, globally, through the achievement of improved health systems performance. The solicitation is expected to include a draft Request for Task Order Proposals (RFTOP) for the Achieving Universal Health Coverage activity. Task Order proposals will not be requested as part of this IDIQ competition, however, once the IDIQ awards are made USAID is expecting to release the RFTOP immediately and require a short turnaround time. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT a Request for Proposals (RFP) and in no way obligates the United States Government to issue an RFP and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement. Please note that in August 2017 a Request for Information was posted for the Integrated Health Systems IDIQ.
