- SF18 - N0017818Q0064 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N0017818Q0064 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a brand name mandatory basis for a quantity of one (1) Mercury Racing 1350 Engine as noted in the attached SF18 Request for Quotations document. This specific brand and model is required as a replacement engine and must be identical to the current engine and compatible in all aspects (form, fit and function) with existing parts presently being tested. Acquiring any other brand or model would result in significant delays in testing and safety measures already in place. Please note that shipping of the item is not being sought as NSWCDD will arrange pick up of the engine after an award has been made. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 1 March 2018, no later than 3:00 p.m. CDT with an anticipated award date by 16 March 2018.
