- Military Munitions Remediation Services at the Former Waikoloa Maneuver Area. 8(a) competitive set-aside. ***The file attachments for specification of this requirement are too large to upload to FBO, therefore, the Government will need to utilize the AMRDEC Safe Access File Exchange. The email addresses of vendors must be entered when creating the file. Consequently, the Government needs all vendors who are interested in submitting a proposal in response to this RFP to express their interest by emailing Mr. Miguel Lang at miguel.j.lang@usace.army.mil and Mr. Kenneth W.
