No telephone calls will be accepted. Noun: Altimeter, Encoder. This contract action is for a five year Indefinite Delivery Indefinite Quantity (IDIQ) contract for maintenance and overhaul of Input NSNs/PNs: 6610-01-176-9314/101450-31243; Output NSN/PN: 6610-01-176-9314/101450-31243. Authority and Justification for full and open competition is 10 U.S.C. 2304(a)(1)(A), The proposed procurement is for full and open competition through use of the competitive procedure(s) that are best suited to the circumstances of the contract action and consistent with the need to fulfil the Government's requirements efficiently, FAR 6.101. Depot Maintenance Work Requirement (DMWR) 55-6610-394 is adequate to support the overhaul of the Altimeter, Encoder. The approved source of overhaul is: OLMSTED INSTRUMENT COMPANY. (CAGE CODE 4H237). 1401 Stoneridge Dr. Middletown, PA, 17057-5977. This vendor is the only known source capable of performing this work in the timeframe required to satisfy the Army's minimum needs. All interested sources must meet pre-qualification requirements in order to be eligible for award. To obtain approval, vendors must submit a Source Approval Request (SAR) package, for review and approval, to the Engineering Directorate (ED) Quality Engineering Division. Source approval must be obtained prior to being considered for contract award. Approvals are made on an individual part number basis for a specific manufacturing location (CAGE). Firms are encouraged to seek source approval in order to compete for future solicitations by following the SAR submissions guidance provided on the website:https://amcomdmz.redstone.army.mil/casl_cmo/casldba.casl_cmo_samsar. Questions concerning SAR submissions can be directed to the ED SAR Team at EDSAR@amrdec.army.mil or call the SAR Team at 256-313-8978, 256-313-0341 or 256-313-8994. The closing date annotated is an estimated date for interested vendors, a pre-solicitation notice will be published on or about 28 February 2018 and may be adjusted dependent upon the date of release of solicitation. Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies.
