End of 01/25/18 Notice Amendment*** ***Notice Amendment 12/21/17 Vendors are invited to use the attached Vendor Interest Form to provide information they would like published to this announcement as an aid to industry in preparation for any forthcoming request for proposals on this acquisition. CBP intends to publish the vendor interest list to this announcement concurrent with answers to questions that were posed during or after the pre-solicitation conference. Please submit the vendor interest form by Wednesday, January 17, 2018 at 5:00pm ET. Submitting a vendor interest form is not required to further participate in the acquisition. End of 12/21/17 Notice Amendment*** ***Notice Amendment 12/15/2017 CBP is extending the date to submit questions to 3:00pm ET December 21, 2017. This is not an absolute deadline, however submitting questions by this time will ensure CBP has sufficient opportunity to address questions or issues. CBP will also shortly issue a request for vendors interested in being added to a list to fulfill certain roles in this procurement (e.g., non-intrusive inspection provider, radiation detection equipment provider, prime/integrator, etc.). The list will be published under this announcement once completed. End of 12/15/2017 Notice Amendment*** ***Notice Amendment 12/5/2017*** This notice is amended to clarify an ambiguity in the pre-solicitation conference/Industry Day announcement. Vendors may send up to four individuals to the conference. Also, any questions that vendors wish the government to consider before the conference should be submitted by 5:00pm ET on December, 8 2017. Finally, in the event of federal appropriations lapse (a furlough or shutdown), the event will be postponed by another amendment to this notice. ***End of 12/5/2017 Notice Amendment*** This is a Draft Request for Proposals (RFP) released to industry to facilitate early engagement in accordance with Federal Acquisition Regulation (FAR) 15.201. It relates to the proposed acquisition of Integrated Rail Inspection Systems (IRIS) for U.S. Customs & Border Protection's (CBP) Non-Intrusive Inspection Program and the Domestic Nuclear Detection Office (DNDO). The proposed contract is a comprehensive vehicle covering modular rail scanning systems and radiation detection equipment, training, warranty, maintenance, and certain "on-demand" services. Full details can be found in the attached statement of objectives. The government anticipates a full and open competition under FAR Parts 12 and 15 for this requirement. The currently proposed strategy is to use a single-award Indefinite Delivery, Indefinite Quantity contract for this requirement. The proposed IDIQ would include a seven year ordering period, and units deployed under the IDIQ orders would require sustainment for fifteen years from date of deployment. The Government is seeking input from vendors on the prospective contract's structure and the clarity of the specifications. Attached to this announcement are provisional components of the Draft RFP, specifically the provisional schedule and evaluation rubric, and the draft statement of objectives. Most of the documents include line numbers to facilitate identification of relevant areas for questions. In addition to written feedback, interested vendors are invited to a pre-solicitation conference to be held on December 13, 2017. Details and response requirements are attached. There is no required format for submitting questions or comments. To ensure sufficient time to accommodate vendors interested in the pre-solicitation conference, CBP requires responses by 5:00pm ET on Friday, December 8, 2017 to attend. All questions related to this Draft RFP must be submitted in writing by December 15, 2017 at 5:00pm ET. Attendance at the pre-solicitation conference is not required to submit questions.
