- This is an award notice of the Air Force Research Laboratory Det 8/RVKVS, Contracting Office in Kirtland AFB, NM for the award of a sole source firm-fixed price contract on a noncompetitive basis. In accordance with FAR 13.106-1(b)(2), the Air Force Research Laboratory has determined that this procurement of radiation beam time through the lease of a Cyclotron meets the criteria established for other than full and open competition. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. The University of California, Davis is the only source capable of meeting the stringent technical requirements associated with this procurement. The authority for this award to the University of California, Davis, Crocker Nuclear Laboratory, on a sole source basis is pursuant to the authority of FAR Part 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services.
