- BASIC DESCRIPTION OF WORK : Helicopter Services STATEMENT OF WORK : The purpose of this solicitation is to obtain helicopter services and labor to install fish habitat improvement structures on the Colville National Forest. Whole trees will be used to create log complex structures. The purposes of these structures are to aggrade spawning gravels, promote pool scour, increase sinuosity, and provide cover for bull trout, westslope cutthroat, and other resident trout. This project requires the transport/placement of up to 50 structures utlizing 3-20 logs per structure with approximately four hundred fifty (450) conifer trees about 60-110 feet long and 12 to 24 inches diameter within 2 miles of stream. Log complex structures will be created as depicted schematically in the appendix Log Structure Design. It is estimated from weight charts that trees will weigh up to 8,000 lbs. Logs will be staged in harvest unit adjacent to the project site as delineated in the Project Map that will be included when the Request for Proposal (RFP) is issued in approximately 15 calendar days from the date of this FBO presolicitation notice. LOCATION OF WORK : Colville National Forest, Pend Oreille County, Washington State ESTIMATED START OF WORK : September 17, 2018 ESTIMATED DURATION OF WORK : Five (5) calendar days excluding mobilization / demobilization. CONTRACT TYPE : This contract will be a firm-fixed-price commercial item (services) contract. FUNDING NOTICE TO POTENTIAL OFFERORS : Funds are not presently available to fund this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.
