- Air Terminal and Ground Handling Services Quality Assurance Surveillance Plan. Air Terminal and Ground Handling Services Performance Work Statement. 1. This is a sources sought announcement to be used for market analysis in determining the availability of any interested contractors for the air terminal and ground handling services requirement. No awards will be made from this sources sought. No solicitation is available on FedBiz Opps at this time. Do not request a copy of a solicitation. All responses will be sent to determine the appropriate acquisition strategy for the requirement. Please see the attached draft Performance Work Statement (PWS). 2.The Navy Supply Systems Command (NAVSUP), Fleet Logistics Center Bahrain (FLCB), Code 200, Bahrain is seeking qualified sources who are interested in providing a commercial proposal prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. Base + 4 option years. Base Year: 1 Oct 2018-30 Sep 2019 Option Year 1: 1 Oct 2019-30 Sep 2020 Option Year 2: 1 Oct 2020-30 Sep 2021 Option Year 3: 1 Oct 2021-30 Sep 2022 Option Year 4: 1 Oct 2022-30 Sep 2023 This requirement is to provide the Air Terminal and Ground Handling Services (ATGHS), located within the Bahrain International Airport. The contractor shall be dedicated to providing the airport ground handling services in Bahrain that includes aircraft loading and unloading, explosive handling, aircraft fleet services, aircraft services, passenger and baggage services and equipment maintenance. The contractor shall provide ATGHS in support of the Defense Transportation System (DTS) to include but not limited to all U.S. Government owned or operated aircraft, U.S. sponsored Foreign Government and Civilian aircraft, Coalition Forces aircraft, and Commercial Contract aircraft, at Bahrain International Airport, Muharraq, Kingdom of Bahrain. The contractor shall facilitate on-time aircraft departures and maintain the ability to provide sustained ATGHS for a working Maximum on Ground as defined in Part 2 of the PWS, capability of one wide body aircraft or two narrow body aircraft or the equivalent thereof as described as the aircraft classifications below. Wide-body Aircraft - One of the following aircraft: C-5, C-17, DC-10, KC-10, AN-124, B-747, B-767, and L-MD11. Generally, a passenger airplane with two or more aisles, or a cargo airplane that can accommodate 18 or more type 463L cargo pallet loads. Narrow-body Aircraft - Any combination of two (2) of the following aircraft equate to one (1) wide-body aircraft: B-200, B-727, B-737, B-757, C-9, C-20, C-21, C-22, C-26, C-35, C-37, C-40, C-43, DC-8, H-53, H60, Casa 212, C-130, KC-135, C-235, L-100, and P-3. Generally, a passenger airplane with a single aisle, a cargo airplane which can accommodate less than 18 type 463L cargo pallet loads, or a helicopter. Place of performance will be Bahrain International Airport, Muharraq, Kingdom of Bahrain. Please see the attached PWS. 3.All interested parties are invited to provide the following information about your company. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to the notice may be used in the development of an acquisition strategy and future solicitation. 5. Responses are due not later than 3:00 PM EST, Sunday, 18 February 2018. Shall be electronically submitted to Marietta S. Fry, Marietta.fry@me.navy.mil. 6. No contract will be awarded from this sources sought response and is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The government shall not be liable for or suffer any consequences damages for any improperly identified information.
