The Defense Advanced Research Project Agency (DARPA) Contracts Management Office (CMO), on behalf of the Strategic Technology Office (STO), intends to award a sole source contract to ViaSat Inc. for four (4) BATS-D AN/PRC-161 Handheld Link 16 radios in support of the Tactical Undersea Network Architectures (TUNA) program. The TUNA program seeks to develop and demonstrate novel optical-fiber-based technology options and designs to temporarily restore tactical data network connectivity in a contested environment. The TUNA program requires the smallest available radio solution to minimize equipment size and required power to improve deployability, increase endurance, and minimize observability. There are no other capable Link 16 radios with a comparable size, weight and power, and NSA type 1 certification. This is a notice of the Governments intent to negotiate and award a sole source contract to ViaSat under the authority of 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1. This notice is published for informational purposes only and is NOT a request for competitive offers and a solicitation will not be issued, however, any firm that believes it can meet the requirements herein may submit a written response. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the requirements herein. Interested sources may identify their interest and submit capability information in response to this notice by 23 February 2018, 5:00 p.m. Eastern, via email to Douglas McCreary at Douglas.McCreary@darpa.mil. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
